Fairfield PD arrest 3 after prostitution, drug activity investigation

FAIRFIELD — Two men face drug offenses while a woman faces a prostitution charge after a weeks-long investigation into illegal activity in a town neighborhood, according to Police Chief Christopher Lyddy.

The charges against the three stem from an investigation sparked by several reports of alleged illegal drug and prostitution activity at a Rosemere Avenue home during the months of April and May, Lyddy said Friday.

Rhonel Russell, 39, of Bridgeport, was charged with possession of a controlled substance (crack cocaine and heroin), possession with intent to sell narcotics (crack cocaine), possession with intent to sell a hallucinogen (PCP) and possession of a hallucinogen (PCP).

Milton Laws, 41, of Bridgeport, was charged with possession of a hallucinogenic substance (ecstasy).

Biana Garnett, 28, of Fairfield was charged with prostitution.

Rhonel Russell, 39, of Bridgeport, Conn., was charged with possession of a controlled substance (crack cocaine and heroin), possession with intent to sell narcotics (crack cocaine), possession with intent to sell a hallucinogen (PCP) and possession of a hallucinogen (PCP).

Officers started to investigate Garnett’s home and learned she “had been involved in prostitution out of her home and was involved in multiple hand-to-hand drug transactions,” according to the chief.

Around 9:45 p.m. May 21, members of the Quality of Life Unit were doing surveillance at Garnett’s house when they saw an apparant hand-to-hand drug transaction between Russell and Garnett, Lyddy said.

Officers followed the car after it left Garnett’s home and pulled the vehicle over after seeing the driver “drive in the middle of both travel lanes on Park Avenue,” Lyddy said. He said Russell was seen making “suspicious movements” in the front passenger seat; Russell then was allegedly uncooperative with officers.

While he was being detained, a pill bottle fell to the ground from Russell waistband. Lyddy said inside the bottle were several small baggies of crack cocaine, PCP, heroin and marijuana.

Russell was placed under arrest.

The driver was cited for failure to drive right.

Throughout the investigation, officers saw, and fielded reports from neighbors about, “several male visitors to Garnett’s home at all hours of the day and night,” the chief said.

On May 28, officers were granted a warrant for Garnett, charging her with prostitution.

While officers were serving the warrant, Laws was visiting Garnett’s home, Lyddy said, adding that Laws was found in possession of an ecstasy pill and also placed under arrest.

“We want to thank the concerned residents who reached out about this illegal activity going on in their neighborhood,” Chief Lyddy said in a statement Friday. “Thanks to the extensive and thorough investigation by our officers, particularly the Quality of Life Unit, we were able to put a stop the prostitution and drug dealing going on in that area.”
